Big powers agree on Iran sanctions draft UNITED NATIONS (Reuters) – The United States handed the U.N. Security Council a draft resolution on Tuesday that would expand U.N. sanctions against Iran by hitting its banking and other industries for refusing to halt nuclear enrichment.

The 10-page draft, agreed by the United States, Britain, France, Germany, China and Russia after months of negotiations, also calls for international inspection of vessels suspected of carrying cargo related to Iran's nuclear or missile programs.

Oil spill shuts down 19 percent of Gulf fishing PENSACOLA BEACH, Fla. – The sign outside the Pensacola Beach marina says "We're Still Fishing," but that's not really true.

The federal government announced Tuesday it was nearly tripling the size of an area in the Gulf of Mexico that's closed to fishing because of a massive oil spill off the coast of Louisiana.

The National Oceanic and Atmospheric Administration said it had closed nearly 46,000 square miles, or about 19 percent of federal waters.

Thailand claims success in Bangkok operation BANGKOK – The Thai government has claimed that the army has been successful in its initial push to clear a protest zone in central Bangkok.

Government spokesman Panitan Wattanayagorn claimed protest leaders have fled the area. But one of the leaders, Nattawut Saikua, appeared on stage in the protest zone several minutes before Panitan spoke and said he has not fled.

PHILADELPHIA – U.S. Sen. Arlen Specter on Tuesday lost a Democratic primary in his bid for a sixth term after taking the risky step of switching from the GOP.

Voters picked U.S. Rep. Joe Sestak as the party's nominee and rejected the 80-year-old Specter in his first Democratic campaign since his Republican Party defection.

With 93 percent of precincts reporting, Sestak received 520,479 votes, or 54 percent; Specter received 446,281 votes, about 46 percent.

4.5 quake hits seismically active Calif. border

EL CENTRO, Calif. – The seismically active California-Mexico border was rattled Tuesday by a magnitude-4.5 aftershock of the major earthquake that hit the region April 4. No damage was immediately reported.

The U.S. Geological Survey said the quake struck at 5:38 p.m. and was centered 18 miles west-southwest of El Centro, the Imperial County seat in California's southeastern corner.

USGS computers initially calculated the quake's magnitude at 5.1, but seismologists downgraded it a couple of hours later after reviewing data from hundreds of seismic stations across Southern California.
